, legislative aid to supervisor mark farrell. >> welcome. >> again, i'm a legislative aid to supervisor farrell. i'll be speaking on behalf of him today. the legislation that is before you today, it's clean-up legislation to supervisor farrell's payroll expense tax exclusion that was before this commission earlier this year. the original intent of the original legislation was for small businesses to take advantage of this from 2012 to 2015. and it was actually drafted before the gross receipts ballot initiative that's on the ballot cycle, that language had been finalized, which included, if that had passed it, our legislation would not go into effect. but we realize now with the legislation, with the gross receipts file initiative, small businesses won't be able to have their payroll expense tax rate reduced until 2014. so, to stick with the original intent of our legislation for 2012 to 2015, this actually prevents the termination of the event -- of the gross receipts tax passing. the original legislation and this legislation has the support of five of supervisor farrell's colleagues. campos,

and supervisor farrell and supervisor campos, good to see you guys in action doing the city's work. i am former supervisor tony hall and i was the writer and author of prop p that was passed in november of 2002, and matt gonzalez co-sponsored that. now there was eminent need for the oversight committee because prop e eliminated thevores from weighing in, eliminated the need for voters to approve revenue bonds and we're not talking about hundreds of millions, but we're talking about billions. so the prop p, the revenue bond oversight committee was of eminent importance. that is why it passed overwhelmingly. what was its mission? how revenue bond were managed by the puc and city? how were they going to do this? obviously they had to employ outside agency for outside audits and what happens is that the mayor at that time, mr. gavin newsom, along with the controller, mr. ed harrington who later became the general manager of the puc undermined the revenue bond oversight committee so they would have complete control over the monies and eliminating public oversight. the proof of the pudding the de

here. please come up. >> supervisors kim, farrell, campos, i wish to testify anonymously. i have a few random thoughts on bed bugs, the spread of bed bugs. first of all, i don't think we have a clue as to how pervasive bed bugs are in san francisco. a thoughtfully constructed survey needs to be devised and implemented. supervisor kim i would suggest that there isn't an apartment building in the tenderloin free of bed bugs. the tenderloin is densely populated. a low-income area, old and neglected buildings, an area in other words vulnerable to their spread. no. 2, interest there is no consistently effective treatment that i am aware of. 3, the treatment protocols do not encourage maximum cooperation because in effect they ask the tenant to turn their abode upside down and inside out. also, although there is a significant number of victims that are allergic to bed bug bites, there are those who are not bothered by them, which might not encourage this particular population to cooperate. you will have so excuse me, i'm a slow talker. generally, pcos are incompetent and expensive. they are

and farrell. i have not experienced bed bugs in my building. i live in the 16th street hotel. many other people have. this bed bug legislation will cause a manager -- will ensure the managers will have train curriculum on exactly what and how to deal with bed bugs, inspectors and the dph to make sure managers don't just say that they took care of. it they will have to prove that they took care of it. this legislation would give tenants peace of mind. managers would have to fulfill their obligations or be issued a violation from the dph and i would be on their tails to make sure that they do their jobs. as a tenants' right organizer i'm known in the mission district as the tro for the sro from hell. thank you. . >> president farrell: just one question. san francisco does very well compared to other california cities but california does poorly to other states. the first finding we're asked to comment on is that we develop more than any other municipality in the u. s. do you know where we stand in there hasn't been a comprehensive analysis from what you've seen. >> yes. i want to clarify. we were asked to either agree, disagree partially, or disagree wholly by the instructions. in terms of the cup half full or empty when we disagree partially you can interpret that as a green partially. in terms of finding one, we just do not have the teat before us. there had not been a comprehensive data set. we would wanted to have a methodology to know what numbers we are looking at. san francisco is in terms of per capita funding arts is one of the highest in the country which is a great honor for our city. so with that i want to speak on a high level of of what the role of the report will be in terms of organizational change and improvement at the arts commission and then i'll at a high level go through some

with supervisor farrell from district2, which includes the marina, pacific heights, st. cliff, and the neighborhoods surrounding the presidio. supervisor farrell started his first term this january, so he is new to the board. we will get to know him and talk about the toughest issues facing the city. welcome, supervisor. thank you for joining us. tell us about your background -- where you grew up, went to school, the kind of jobs you have worked. >> i am a born and raised san franciscan, first and foremost. very proud of that. i am also a born and raised district 2 residents. i grew up close to the palace of fine arts. my parents still live in the same set of flats i grew up in. i went to grammar school at stuart hall in district 2. i went to high school in st. ignatius. i'm a very proud wildcat. i went to college at loyola marymount college in los angeles. i had a scholarship to play baseball down there. ended up going to ireland and getting a master's degree at university college dublin. came back to the states and went to law school at the university of pennsylvania. spent

(applause) >> colleagues, i'll let you know a little about lynn. she's a native californian, lived in san francisco since 1988. she's an attorney with the united states court, a mother of four. active in our community and on the cal hollow association board of directors and very interested in both brain health and hour owe science. on the mental health board lynn has worked to increase the board standards and content of mhb more engaging and directed. produce more professional annual reports. i think most importantly really worked tirelessly to make sure the interests of the mental health community are well represented not only in the district but across san francisco. she does a great service to her role
